Accomplishments
  • Fiscal Responsibility: Lead North Royalton to become an attractive, business-friendly community with new investment occurring throughout the city. In 2003, the city’s bond rating was upgraded to Aa3 by Moody’s Investors Service, the highest bond rating ever attained by the city. The rating was reaffirmed in 2005, based upon the city’s strong financial position with healthy reserves, an expanding tax base, favorable debt profile, and conservative management and professional leadership.
  • Economic Development: Rezoned 20 percent of the city, reduced housing density and build-out population, and in turn, reduced the future cost of city services. Created the Town Center District zoning code and architectural design guidelines and signed a developers’ agreement to build a Town Center.
  • Infrastructure and Public Services: Made a record number of investments in road repairs, lowered sewer rates, and successfully coordinated the receipt of millions of dollars in state and federal grant dollars for road repairs, flooding improvements, and intersection widening programs. Built the first-ever satellite fire station without using tax dollars and cut Emergency Medical Service response time in half to over a third of the city. Initiated a storm and sanitary sewer maintenance program, reduced flooding and wastewater backup occurrences citywide, and launched the effort to invest $10 million to fix roads and flooding. Served the citizens of Greater Cleveland on the Northeast Ohio Areawide Coordinating Agency.
